account flagging
I have a question, How does steam notify you that your account has been flagged? I received a message from someone through the steam friend messaging service, claiming they are I find that hard to believe they are "I'm the technical administrator of steam." Shouldn't they only ever speak to me by email?

Not through Steam chat. Sounds like you're being groomed for a classic scam..

There's actually very little reason for a person to reach out to you. Almost nothing that happens on your account is so unique it would warrant any kind of direct/manual intervention that warrants communicating with you.

They would not reach out to you through chat.

If your account was flagged in any meaningful way, you'd see a red banner notification on the site which would include the reason for the notification and a link to open a Support ticket with your questions or to seek clarification on the issue.

If you get a forum warning, or ban you see in your community message.

For account related you get a yellow, or red box appear when you login, or pop up while login.

Just like snakub pointed, it's a scam if someone trying to reach out to you saying you're ban, or reported. Here some tips, and info to help you learn more about internet safety.

The type of story scammers say to you.

- "Hey vote for my team", and they link you a phishing site link, and try get you to login.

- "Hey I can't add you, please add me", and they try to start their scam with you.

- If you're friend with someone that got their account hijacked, you get scam message like, "I report you", "you been banned", and whatever to try scare you, and they tell you to trade your items to them, or if you have a login to phishing site may have a API key on account that redirect trades, they ask you to give them money, or etc...

- If you already got your account compromise by them, they change your display name to banned, or whatever, your display picture as well, they may delete your friends, and try to spend your wallet funds if you have any, also trade all your items, but if they see if you have mobile authenticator attached, they play their scam to get you to confirm the trade to get your items off your account to their account quicker if they're able to trick you into confirming the trade.

That's pretty funny! There are no admins on Steam and nobody will contact you through the chat system regarding account issues. Steam Support are the only ones that deal with such things and this is done through tickets within the client when you are logged in or email correspondence if you don't have access to your account.
