Aside from that, you may need to have your game open while you delete the file manually. Basically what the Steam Cloud does is remember the state of your game's saved file repository upon closing the game application. If you delete the saved game file while your game is running, upon closing your game the Steam Cloud should treat that saved game file as gone once the game itself is closed.

i deleted the remote cache and save folder when the game open like any other game. That's the method i used. But somehow it's not working on a game that the save folder is on the remote folder
1. Turn off steam cloud for game, right click on it via library.
2. Delete save you want gone, then make new save in game.
3. Now re-enable cloud save, if it give error for cloud save, click on that button, and choose local to upload, this will replace what on the cloud for your said game.

Disable cloud, delete save, make new save, move new save out of location so they're not replaced, now re-enable cloud save, once it sync, launch game, delete save file in folder location, move back your new save, then close game this will force game to sync your new save to replace on the cloud using same file name.
Ok first there's something weird about steam cloud. When i disabled cloud and make a new save files the directory was in C:\Users\AppData\Roaming and then suddenly when i turn on steam cloud the save files changed into Steam userdata within game remote folder automatically
Also one more thing i tried to delete steam cloud save not to make new save data. the reason is i want to install a patch into the game. and i need the old save files to be removed so the files would not be corrupted
what should i do ?
Also if game save is in another location, that the spot you want to delete save file, and then head to remote folder for game ID number folder, and delete what in it, then make new save, or leave blank by not making new save.
simply like this. i delete the remote cache and remote game folder when the game's running but when i about to exit the new save game being replace by the old save game that being restored by steam cloud. i'm pretty sure i didn't have this problem before cause i always using this method to erase my cloud files. i don't know if this is a bug by steam or not. but my inability to delete steam cloud cause my game to force stop cause there's corrupted file being saved by steam cloud

or you could just find a game that has steam cloud saved in remote folder
Is the game saves actually place in remote folder, or somewhere else such as localapp, or etc.
Example when I do this for sonic game where it save data is in the remote folder.

The game save is in the userdata remote folder. The save is within the folder name "remote". The folder is on top remotecache.vdf
