Can't send message to a friend?
My brother is my friend here on Steam, it shows him as online, what he's playing, etc. but when I went to send him a message, it came back with the error "Your account does not have permissions to send messages to non-friends". So I researched that, confused, and found to send messages to non-friends, you have to turn on steam guard. So I did, and I sent the message again, and it went through with no error. But why would it tell me that he's a non-friend, when he is clearly on my friends list?

Just an incorrect error message. They haven't bothered fixing it in over 7 years.
They should have used, "Sorry, some kind of error has occurred: To post this comment, your account must have Steam Guard enabled." And change the "post this comment" to "message your Steam friend" and this would have been a non-issue.
But just to point out, Steam Guard is required to post anything on Steam. It is an anti-spam measure.

Ok thank you! I had steam guard for email but not mobile. Once I set it up on mobile, then I was able to send the message. What gives? Lol

It also shows him as online and playing a specific game and yet I have proof that he has not actually been online, and is actually playing a game on his PS4. There are some goofy things going on here lol
