A slew of problems after upgrading CPU
Since I got a new CPU to play Elden Ring I have had trouble downloading anything to the D: drive it just gets to the end of the download and give me a disk read error and anytime I open steam and something was scheduled to update or download it was
1. Crash if I open it (Its windowed in the hidden Icons in the bottom right)
2. prevent me from opening anything until the thing was finished downloading if its a game until I get a disk read error.
3. If steam is closed all issues persist and I can no longer open steam properly it just sits on the Hidden Icons square.

The Disk read error; It will get to the very end of the download and then show up some games will install all the way and when I open them give me a error or at some point when playing them will give me a error. I am able to install things into the C: drive and play them as much as I would like.
I have tried creating a steam Library folder on the D: drive I still have the same problems, restarting did not fix things, uninstalling and reinstalling steam did not fix things, I have set Steam Security Folder to full control and other tips?

On the Opening to downloads preventing anything else; It will boot to windows like normal anything that has opened with it will work fine until I click on steams hidden Icon then everything else will stop responding including windows explorer and task manager, If I close steam and click on it to open it again it will open only in the Hidden Icons and I cannot end the process in Task manager.
Sometimes I am able to right click and open Library to open steam normally and if I pause a downloads everything works fine until I download something and turn off and on the computer again.

I'm going to continue googling to see if I can fix it hope someone can help.

AMD Ryzen 7 3700X 8-Core Processor
24GB ram
GTX 1070

Serious hardware changes might need a new os install.

What was the prior CPU?

I5 5600 or 5800 I do not remember completely. It was still DDR4 I remember the guy helping me put it together seemed surprised by that so seemed important.

So you upgraded the CPU and the motherboard... did you do a clean install of Windows?

While I've had pretty good luck swapping out hardware on the same install of Windows. There's always a chance it doesn't go well.

Then, yeah, you changed entire platforms. Without knowing what else "the guy" helped you with, I would assume you to at least install new drivers for the motherboard, at the very least the chipset drivers which may be the root of your problem. But again, don't take my word for it. I think you need to go talk to "the guy" and get his assistance for whatever else he needs to do.

If it were me, as Snakub and Muppet advised, I would do a fresh install of the entire OS. Windows doesn't handle platform changes well.

Hes a friend and very good with PCs as he works with them for a living so I trust him but I might do it anyway how would I go about doing it?

Then tell him the problem. And ask what he has done from the things suggested here

Download Win 10 to a usb using the media creation tool.
Stick it in your machine and set the BIOS to boot from the usb
Follow the prompts

Most likely your key won't be re-usable unless it's a retail key so you're going to have to buy an OEM one somewhere.

I would also save any important files prior to doing this.

If you want to wait for your friend, you can prepare the usb stick in advance
