Use an external payment method to gift games from now on.
Because no one but support can do anything about it.
i dont care if this account can or cannot give my main games, i can use my cc in my main, I really just want to use the wallet funds, its my only way to buy games, and in the majority of times im using my cc to pay for what i cant afford with the wallet, i dont think youll ever understand whats working 4 hours per day for 2-3 dollars, and having to buy games with leftovers of steam market transactions
Yes, they've removed the restriction in the past. But the past is the past. Now they cannot remove the restriction. You will have to accept it because their ability to remove the restriction is gone.
This is an argument you should have to those who took advantage of the gifting with wallet funds that caused the restriction to be set in stone, now.
Easy solution is to just trade your items to the account that you are intending to gift games to and sell them on the market from that account. Then you'll have the funds appropriated to the correct account. Or, why do you have to gift games to your other account at all? Just use the one single account and you don't have to juggle around your funds for the gifting.
Thats whats upsets me, tos didnt change in the last months, the ban still is only for those who profit from selling to others, my case is legal and dont do anything to steam economy, thats why it was lifted, they were always nice and explained this was a measure to stop people from profiting. But this time i got this awesome and well thought response:
"Thanks for getting in touch. I looked at your account, and I do see that you have a general gift purchasing restriction."
Thats the response i got from support the first time, the other 2 times the tickets were just closed without explanation
the restriction has been around since 2015, and didnt change at all since then, i said that to him because im obviously posting this on the forum because i want a solution, not a guy saying "support said it, dont whine" which isnt helpful in any way, and literally responded to me like support did, not reading anything and just wanted to get over with work
Yeah i was thinking on giving things to the other account, but im afraid that would be against tos or some ♥♥♥♥, if im unable to just buy games to that account, why would i be able to gift items? thats the irony of banning me from gifting myself games, if im allowed to use cc or gift items.
I rarely use this account, as you could see, I only use my main account with nearly 200 games, I dont want to have games in both accounts, thats why im gifting games to my main, yeah i could just buy games here, but i really really dont want to be changing accounts, my main problem here was that this ban is from fraudelent use of steam wallet to make profit, which i clearly dont do, i wouldnt be posting here if they didnt ban me from submiting tickets, which for me is excesive, given they only answered 1 time of the 3, so i wanted a solution like youve given, and to know if someday i could submit a ticket again, because revoking use of support to a user is a way of censoring
But well, i guess im just gonna have to go with it, thanks for the answer, I really needed someone to respond me in a good way to calm me down, and i learned how to use /quote, so i guess i won something off this ban

The main problem is that Steam can only see what happens on their site. They cannot see you either making a profit or not making a profit in your real life. They can only err on the side of caution and just remove the ability to gift with wallet funds for everyone which is pretty much what they've done.
Well, Support isn't going to advise you with solutions to work around the restriction. They gave you the only answer they could. As far as those of us in the forum, you're not the first to ask about this so we're already pretty clear about what the final answer is, which is that Support told you 'no' and that's that. You weren't really asking for anything else other than to have the restriction removed.
If I'm not mistaken, it's most likely a temporary restriction. It can be permanent but I've only really seen that in the most extreme circumstances. But it was placed because you kept asking them to remove something that they already told you they couldn't remove. Just stop trying to make tickets for a while.
if you want to gift games, buy keys for them or gift them digital funds.
