May I get help troubleshooting steam's downloading?

I've tried downloading the following games but they always stop at 99% or some random number before that, or they stop at 100% and never stop downloading or never stop installing and any attempts to stop them normally fails to work in the client, to the point they'll say "stopping download" literally forever. I don't currently have this problem but whenever I try to download and install these following games, I get the above problem
They are:

Warframe
Don't Starve Together
Command & Conquer Remastered
It also happened one time with Stellaris but only when installing it fresh and it mostly works fine.

I'm on Windows 7, my antivirus is Trend Micro internet security and my steam game location is on a drive that is not my primary drive that Steam is installed on.

What can I do to fix it? clearing my download cache usually has no effect and my only method for stopping the download is to close steam via ending the process, then restart my computer, open steam in offline mode, delete the folder of the game in question, delete everything in the downloading folder adjacent to the common folder within SteamApps, uninstall the game in question in the client, clear the download cache and then relaunch steam in online mode and after all that it'll be gone.

I can't install any of them (Except for Stellaris, that downloads fine for some reason) and it's really annoying tbh.

Security programs interfering can be a cause of this. Turn the anti-virus off, then try again.

The same as the couple hundred previous times: start your system in safe mode (with networking, for clear reasons) and see how downloading/patching works then.

Thanks Tiger, it was my AV, i Installed all the mentioned games without incident or problem once I disabled my AV
