NET::ERR_CERT_AUTHORITY_INVALID on site ( this look like its on steam site ) unless 1000 of other steam user dont confirm this, or had this within the few days you use as ref.
then its sounds like you dont get your data direclty from steam server.
ps.
this is not support this is user forum and a user reply to even know this require skill and have access and we dont have it here, Either talk with ISP and Steam support ticket is the only way out of it,unless you know your gateway and connection and its DNS issue.
cant say its a win7 issue with SLL , but let me put it this way, it dont help if you are.
That is usually an error when something attempts to setup a encrypted connection using a certificate from an authority that is not trusted (anymore).
Could be an indicator for a shoddily done man in the middle attack.
Could be a badly setup encrypted connection.
As it happens with the Steamstore, i suspect the former, the man in the middle attack.
Try safe boot mode with network ofc.
dont have use VPN or been on win7 with wifi because that not possible without a win7 SSL fix.
