Can I use a Philippines gift code to change my Steam region? Does that count as a purchase?
I want to know whether I can change my Steam region from US back to my home country, Philippines. We don't use credit cards and when we went to the USA, we promply asked for our cousins if we could use theirs. Now that I'm back here and waited 3 months, I'm trying to find a way to do a purchase here but we don't have credit cards. I thought of redeeming a Steam gift code from our country but does it work?

you have to use a payment method that is in your region. wallet codes do not count. you should not have asked for your cousins credit card if you were only visiting for a short time.

By the steam faq local bought steam cards count as local payment, as long as you are actually in the place and have a billing address there.

Luckily, we just registered for Gcash which Steam supports. Time to find a dollar or two.

do you have a link for that handy? I honestly didnt think they would have allowed wallet codes to be used. very easy way to change your region to get into cheaper regions.

Its quite obvious already if you think about someone creating their account in X, and paying with wallet cards. Making their account X located

Although I do wanna ask if things go south. Do you mean that Steam wallet gifting does not count but entering a Steam gift code does? Because I'm pretty sure if you enter in a gift code, that counts to you unlimiting your account.

They changed the wording. So all i can tell you, dont try to play the system.
Be present, have a local payment method, have a billing address where you want to set your country to.

What you describe would tell that the wallet card is a local payment.
Furthermore the article describes how an account can not be made as "homelocation" if you create it outside with a wallet card bought at that other place.

At most in your example we can assume you can not create an account in +"as usa" with a german card.

An existing account can not become "that region" if the same requirements are met,
but a new account can?
I dont see the logical connection.

Do you not get a bank card (i.e. debit card) with your bank account? Steam does accept these as well as credit cards.
