Illegal, no. Can support lock your accounts for fraud, yes.

basically irl it is not illegal to buy cheap from another country but, on steam for some reason it is - so yes, something will happen to your accounts if you're gonna gift

Using a vpn to buy games at a cheaper price is against the ToS. It prevents game reselling, that's why.

So in other words, you wouldn’t be able to play it on your main.

Some are, not all. And price difference will play a big role as well. But no matter the issue is with the games themselves, Valve takes a hard stance on this type of thing.

For physical products you would still need to pay taxes when bringing it into your country otherwise it is illegal, too.

Since the max price difference between 2 regions can not be more then 10% for you to be able to gift a game on Steam its pointless anyway.
That excludes like 99,9% of the Argentinian Steam Store.

Exactly, this scheme has one glaring issue.

And even if it were possible, Steam’s auto flag system has gotten way smarter at detecting this. After a few ‘gifts” and OP would have a “gifting restriction” like everyone else.

No, and good job admitting to breaking the rules. Having 2 accounts setup in 2 different regions is a massive violation of the rules and grounds for having your account terminated.
