I use f.lux (https://justgetflux.com/).
It can set which programs to be effect.

But it might be better to change monitor settings.
In general, factory settings are too bright to for humans eyes.
It tried to be stand out at store from other maker.

@BadCell, you have just spotted the biggest defect in the steam product, loads of 3rd party apps exist that attempt to fix this problem, but all involve you trusting someone else running code on your computer, so be wary. A common route is to use a skinning app too.
