And are you have a previous steam lib on that drive so new steam ?:\SteamLibrary on other multi disk might have issue with it, see steam storage manager inside steam client ofc.
also possble to repair other multi lib there.
assume you know NTFS only do not have usb stick with fat attached to system even that is seen before cause issue to other steam user.
also linux OS user can have diffent but i assume its windows10

add steam.exe to antivirus app is user own responsibility as exceptions rules.
One of the disks (C Drive) had 160GB left the other one 150GB
With resetting windows it also wiped all games so now i have a bout 500GB on the D Drive and 250 on the other drive left

new steam default way is"?:\\SteamLibrary" i had "?:\Program Files (x86)\Steam" on other multi disk and somehow this is now a system issue.
I added the new folder in root "?:\\SteamLibrary" and move the old folder to the new place then repair the lib and all was good again. ( do note its s ROOT folder and steam can have admin right issue in a subfolder ( its all about security issue, from the past ) most app today can get issue and is seen as thirdpart app this also effect steam now. and why they move it to ROOT so admin right will work there.
man i hope you get what i try to explan, because, if you notice if you try other subfolder it wont work.
and i hope you catch the how to fix and move the content to new place.
ps.
even i fiddle with folder access rights ( and yet somehow steam did this to me apox 3months ago ) and work fine in many years , so what has change Security and thats the problem here.
and that why i accept the new steam way in the ROOT, because im sure they have made it so and sametime keep it simple so ppl dont forget steam has own lib so you dont delete it by mistake in program files as subdir. ( fat chance a experience user will do that , but i bet they did not make it so for our benefits its for the casual players that dont know better.
