so no you are not get a option where User data is, some game can be edit in a config files but then its not what game devs did.
and you could have google this, its out of steam hands even OS. its actual game devs that use predeterman loction or use steam or OS default location.
and im sure you are knowledge enough to know multi lib sense you alredy has C and D as steam lib, so why are you hav issue with whatever drive letter left.

this dont ruleout other wrong formated disk or to slow or cable or disk issue.
and i doubt you forgot add steam multi lib there.
recommend is USB3 or better you can go usb2 on old game's from the past 10 years ago, dont install high demand games on such that can lead to lag and ingame stutter even.
again not a steam issue user use outdate tech.
and sense you mixup save game location with install , i doubt many will help you with a reply, maybe they do now after i did it.
ps.
old pc tech rules is dont try install game on old media, ( from floppy disk to whatever has been made is your problem to know if it fast enough to handle it ) Media type in the future can change this, its simple matter of what kind.
View > Settings > Downloads > Steam Library Folders. Click + icon > select the drive > Add.
It is also excellent for those games that do not support the Steam cloud for savegames, such as Dark Souls 3 for example, this also allows you to always have the savegames updated because they synchronize automatically.
OP:
Open Steam settings under download tab, click on library manager button, add new location, select your F drive that about it.
Please keep in mind, only start Steam when your drive, or in this case your SD card is fully ready to be read so Steam can actually see the folder, or else it will think it gone.
If you have problem with Steam not detecting your game folder on D, F or whatever drive, there simple fix, rename the Steam folder that on said drive that not being detected, add -old example Steamapp to Steamapp-old, now open Steam, add new folder on said drive that having problem, once done, shutdown Steam, delete new folder, and rename back the Steamapp-old back to steamapp and launch Steam, and Steam should see it again with no problem.
They can be used for game installation (i.e. just portable storage) and also for game play. Look at the Nintendo Switch or the Steam Deck as an example.

Thanks, that's exactly what I was looking for.
Yeah, I probably set D when I first joined years ago, as I didn't remember if/how/where it was set, or if removable drives could be used. Got it sorted out now :-)
