A useful rule of thumb is to lower the resolution. If that doesn't affect the problem (which it likely won't, but better know for sure), thebottleneck isn't the GPU.

if you have full disk or other wrong build tech or dont even have 16gb ram and all kind of cheapmans build setup thats your problem, most will not ask then you have 10000+ board thats seen as should be good enough, but you forget who you talk to here any helper dont give 2 cent for for pc tech if Drivers aient update. and that mean Microsoft update dont even count as a update system , that Brand board or Brand name pc that deal with that.
Microsoft dont know jack and crap here, they got Driver From Brand support if they even work at all. ( point is MS dont make other Brands Driver )
keep in mind here we have no clue how much tech skill you have here. and know how things work, and yet you can have done all this and still have a gpu issue with a game
see fallout4 so many have debris option on next gen GPU to that game, and who said you cant have same issue on other games.

and i doubt many even know what game devs is doing and steam lack of it what game need.
VC+++ from MS has been update, that know as Runtime librarys.
and MS did not fix past update and fixes, to even suggest it could be that
i can tell you dont have multi entrys update with it and i had to find a newer VC+++ then MS support page , also signed by MS, that fix alot of game issue for me this is specific 2015 to 2022

And that fix alot of game issue i had
do note that was from GTA5 to Fallout4 ) and i see them games as old and well tested.
and yet i did not have issue with them in the past, but somehow got them later over the years and never could actual pinpoint with what the heck is going on. untill i notice steam kept install and overwrite MS own version, 14.30.30818.0 seem to lock and kick outdate steam version and MS own support with newer version installed and they cant overwrite it.
in other words its your problem to update your system files, what the hack do game deves even know with other games and they narrow tunnel vision they have on own product and steam in top of this that only focus on what game devs is using to ech game.
so yeah this could be STEAM to GAME DEVS problem and they are clueless,
dont think i get credit here for tell you, itsyour job to know better then them.
This is even MS fault what happend to fix all old versions and make a fresh install, but they dont want a issu this is your problem, MS dont are what game DEVS do and Steam in this case or own OS. gl to graps this brain fart as we say today.
i cant say you have performance issue with them, i did even video player frozen. not even a game,
gl with your update, dont expect other helper here see my point or even a steam support, they are clueless in what VC+++ actual is and how it can effect games and performance.
