PlayStation config support enabled does anything?
edit: yea sliders don't seem to change anything. after clicking submit with my changes, nothing changes physically
Assuming you're on Windows:
Are you using third party software e.g. DS4Windows?
At the moment I'm thinking It may be the Bluetooth receiver not handling the controller and it's higher data rate mode, third party software if any or something up with Steam.
If running third party input mapper, close it and test with just Steam.
To get an idea if it's BT receiver/Steam, I would suggest trying DS4Windows (exit Steam) and see if it successfully allows you to change lightbar over BT.
