How to fix this missing file privileges issue?

This really only happened when I tried to install Arma 3. I've searched up ways to fix this problem, none of them worked thus far, so I'm here to ask if anyone knows how to.

I was able to download quite a bit of the game, before it stopped at 33.8 GB (Practically done downloading) and it got the disk write error. Tried to make it continue downloading a couple of times, then it became missing file privileges (I don't remember what program popped up back then). So, I searched a couple of ways to remedy this problem, did all of them including reinstalling Steam. It still doesn't work.

Open steam as administrator
Try to clear download cache.
Go in steam settings download clear download cache

Repair steam library folder
Again settings download steam library folders repair folder

Change download region
Disable anti-virus

If they doesn't works try to delete igfxEm module from task manager
Open task manager find igfxEm module and end task open steam as administrator try to download again
