How Do i Know if My PC Can Run A Game?

I am not very good at knowing pc specs and i was looking to buy SPINTIRES™

but i want to know if my pc can handle this game. My pc can handle League Of Legends but i am not sure if my pc can handle Spintires

I would refrain from buying Spintires as the game is unfinished and no longer in development.

my pc is 64-bit, can it still handle it?

Sure, a 64Bit Windows can run 32Bit applications without issues. Most of the applications on your PC are 32Bit. Like the Steamclient.
The main question is, can your hardware cope with the requirements? You told us nothing about your PC.

Do this:
In Steam click Help>System Information. Then right click the text and click "copy all text to clipboard" and then paste it in here.
If you don't use steam in english then please switch to english first.

Open the Steam client, in the menu bar on the top, help is on the right end.

See where it says "help" in tiny text at the very top of the Steam Client?
Click that, then click "system information" in the menu that drops down.

Yeah, that site is not great.

What if you visit the store page for the game, scroll down to the systems requirements and click the tiny "READ MORE" thing to expand it. there might be a button called "Check Your System"?

your doesn't look that much better? Maybe it could run on low framerate on low settings?
You could buy it and try it and find out if you really want to know, if it doesn't then refund.
