If it isn't through CSGO's in-game store or the Steam marketplace, then odds are it's a scam. If it's through the Steam marketplace then you either need to find away to add 2 more of whatever your currency is (pre-paid Steam giftcard may work if they exist in your area) or you're just gonna have to miss the offer.
You wont get any help here for anything outside the Steam trading and market system.
Does not matter, then its the equivalent of that currency. Your Wallet limit is 2000 Dollar, no matter what currency you use.
In Indian Rupee the limit is around 130.000₹ .
I think you're misunderstanding the question. He's asking about the minimum you can add to your wallet, not the upper limit of how much you can have at once. In other words if you want to add a few cents to your wallet to buy an item you can ALMOST afford, then you're out of luck, you would have to add the minimum of $5, even though you don't need that much.
320 rupees is about $4.92 USD. So if something costs 322 rupees and the minimum you can add is 320, then that's unfortunate.
You can use Enhanced Steam to add custom amounts, but only above $5 minimum. So if you've already added those 320 rupees to your wallet, it won't help you. And you can't remove the market restriction in any case.
Clearly, the distinction does matter because he's well underneath that limit with the rupee making your point moot.

And yeah, not much you can do. 5 dollars / euro or the regional equivalent seems to be the absolute minimum you can charge. As far as i know you cant charge your wallet with a lesser amount.
So he either needs to charge a larger sum or get the missing 2 rupee from something else, like quick selling a trading card or similar.
Its a addon for the Chrome browser that gives you a lot of additional useful function on Steam, including adding custom amounts of money.
But you cant go below the lowest possible amount which is the above mentioned 5 dollars.
But if you did not spend the money yet you could use it to, for example, upload 330 Rupee.
