Not true, you get them by crafting badges. You get a random coupon whenever you craft one.
Also sometimes a coupon will appear in your inventory because the publisher decided to give one out. For example if they have a new game coming out, they might decide to give a coupon for it to people who already own some of their other games.

(yes, I meant it) but because usually in such an electronics store it is very overpriced
usually: 5 € = 25CZK
                              in the store: 5 € = 30-40CZK

Coupons cannot be purchased on the community market for obvious reasons.

You obtain them through trading or when you've crafted a badge (when no sale event is active).
