Steam becomes unclickable after opening game
Whenever I open a game (through steam or not, leading me to presume this may be true for any fullscreen application), Steam becomes unclickable. It is visible. I can minimize and maximize it through alt+tab or clicking the icon in the taskbar. But, if i try to click on anything it the window, it instead clicks on whatever is open behind Steam, as if Steam wasn't there at all (i.e. I can click a link in Chrome, even though it is overlayed by Steam).

I can fix it by simply killing the steam client and restarting it, but the issue repeats itself if I launch another game.

I'm using Windows 10, by the way. Any suggestions / anyone else experiencing this?

Edit: The best solution found so far (though a temporary one) is to minimize then re-maximize the window using the button in the bottom right on the taskbar (to show/hide desktop). This will recover control until a fullscreen app causes the bug again.

1) Click in the bottom right corner of your primary display (this will minimize all programs)
2) Click in the bottom right corner of your primary display again (this will restore all programs)
You could also minimize/maximize the specific program using its icon in the taskbar.

Edit 2: Here's a more permanent solution to try.

What fixed it for me:
Went to Settings -> Interface - >
Deactivated "Scale text and icons to match monitor settings (requires restart)"

Hope this helps guys. This probably happens when you multi-monitor with different resolutions between the monitors.
I can't verify myself as I no longer experience the issue. I'm not sure what fixed it, since it's been several years since it stopped.

I have this issue on my brand new computer. Hate it!

And it's not only Steam, a few other programs have done it as well. I believe it's a Windows 10 bug.
Have the same issue still, dunno why it happens

What are you usually playing before it happens?
Cuz in my case it only happens after a session of Skyrim SE

Any game, I've played Dark Souls 2&3 and Warframe recently and it even happens when I just switch from browser to Steam.

This is a bad workaournd, but try using window borderless. It's fullscreen mode that "glitches" steam out. Also, to quickly "fix" steam, hold "window key" and tap "D" twice.

Tho I'm also using Wallpaper Engine all the time.
I'm having the same problem where Nexus Mod Manager is unresponsive after I close Fallout 4. Windows + D fixes it each time but it's still a pain.
I have 2 monitors and used before windows 7, never had a problem with steam, i just upgrade to windows 10 some days ago and i have the same problem now, just doing the double click trick but its a pain
Now that everyone says this is a Windows 10 bug, I remembered this never happened to me on my previous PC which had Windows 7. Yet another reason for me to hate Windows 10.

I haven't experienced this issue for several years, but I'll add this solution to the OP in case anyone else comes across it. Thanks!

My monitors have different resolutions, so you may be correct about that.
