Buying a game worth roughly 8 usd but still restricted

My friend just started using steam lately, and he want to use all the features of steam but his account is a limited account. Therefore, he bought a game worth 180000VND ~ 7.87 USD. Even before then he has 1500000VND ~ 65,61USD but still restricted.(Note that he has bought the game for more than 2 weeks in March 10)

If he got those funds from a digital gift card or selling things on the market, it doesn't count.

He’s new to steam so I’m sure he can’t sell anything. I’m not sure if he used a digital card or not and I will ask him later but if so that money spent to buy anything have no change to the account’s limitation?
