You'll realize that there are a number of options that can limit or slow your downloading speed on steam, my guess is that some limiting options come as default. That's the first place you should look for a solution.
If that doesn't work, there's also the possibility of interference. Try locating other services that may be using your internet and have a higher preference than steam. Closing streaming services, other downloads/uploads in your browser or even sharing your internet connection with other people might help.

Sometimes your internet have high download rate but the problem in the disk writing
Change dL zone , thats ISP and there partners into steam or back from them. to my knowledge no steam server run at 100%

steam dont have DL issue, no server in RED
could be so rude and say all isp and there partners is full of crap. and they have congested network.
you might not have own isp issue but down the line with partners it is.

wifi and VPN only add more latency and jumps ( path through net), thats not even debatable.

and no i will not explan own PC issue that user dont have free room or disk write issue then its not a DL issue but other pc issue read other post about that.
and no, i'm not a steam defender here, its a network point of view.
Which ISP are you using?
It might be throttled by ISP.
I have 1Gbps with Comcast in California.
But I think my best download speed on steam was 300-400Mbps.
It's much faster than Playstation and Nintendo.
But Xbox was faster as best rate as over 700Mbps.
