Do you need to buy the game to get/view all the point shop items?

Pretty much the title.

I saw someone said that he bought the game just for the point shop items but I don't understand why because I can see the point shop item in the store even though I don't own the game.

Does buying the game unlock some hidden items in the point shop and they will be only visible after purchasing the game?

To expand Fake's answer, devs can set whether or not you have to own the game to be able to buy their items from the point shop.

just because you can *see* an item from a game you do not own in the Point Shop, that doesn't mean you can buy it. Some games will let you see their Point Shop items, even if you do not own the game... but when you go to *buy* the item it will not let you and say you must own the game first.

Usually this is on emoticons/stickers (in my experience) and not so much on "avatar frames".

Things that you can get from crafting cards into badges are locked to game owners who have played for two hours. Everything else is open to anyone. That is my understanding.

Items exclusive to the points shop are free for everybody. That are the animated backgrounds, mini backgrounds, avatars and avatar frames, for example.
The stuff you can also get in the community market, static backgrounds and emoticons, those have the restrictions of game ownership and 2 hours playtime.

The latter restriction has been put in because people were buying games and refunding them to buy the emoticons and static backgrounds in the points shop.
