I don't know when was this implemented but I'm sure that i could gift friends using steam wallet a few years back but I just read through many forum posts and turns out steam automatically disables gifting with steam wallet to combat commercial use which is quite an annoyance to genuine people like me. Many users stated that they had to contact steam support and wait till an agent reviews your account and removes the restriction, which can take upwards of 3 days.
This is very frustrating for me but i guess i just have to wait for a reply from steam support and hope the sale doesn't end.

Use the website isthereanydeal which lists authorised key sellers on the right hand side, purchase a key and give your brother the key which he can activate on his account. He will not know which product it is so it will remain a surprise.

You're most likely hitting the gifting with wallet funds restrictions. You have to wait to see what Support says or trying using a different non-wallet funding source to pay for the gift purchase.
In the end my brother bought the game himself, i wanted to dissuade him and tried to keep the surprise but from the current circumstances i think it's impossible to gift the game to him in due time or from your anecdote will i be able to at all, so i let him purchase it today and reimbursed him the amount. And thus a ruined birthday surprise because of Valve's shadiness, excellent, if they disclosed this info publicly instead of keeping it under our noses, we would know to not waste our times with wallet funds.
You can gift via an external payment method, credit card, debit card etc.
You can still add funds to the wallet and purchase games for yourself.
Just got my reply from a support staff, same situation as yours, they said that my gifting activity matches those that uses their accounts for commercial use which is absolute nonsense since I've only ever gifted once in the 7 years I have used this account for.
I just wrote a whole essay proving my case with screenshots of my my gift history to the steam support, if that doesn't remove the restriction then at this point I'll just give up. From how they don't provide transparency in their claims, I highly doubt I would get my verdict reverted, some speculate that this rule is made in place so that new money can get pumped into the ecosystem from how they've treated me I might believe so.
First time I've been ♥♥♥♥♥♥ by a video game company. It doesn't feel good.
