Click on Steam at the top left, then on setting > download > Steam library folder, choose where you want to install games, the folder will be created automatically.
This was allowed in the past, but it hasn't been possible to create a 2nd folder on a HDD for quite a while.
But considering that the vast majority of computer users only have one usable partition per HDD, it's is all but the same thing. If a drive has a 2nd partition, it's usually a recovery partition used to reinstall the system from scratch.
try ask the experts in linux own group, they should know all the issue whats wrong, i think.
