Buy the gift on Steam. Afterwards, see if that shady seller advertised the gift as restricted in Argentina. If yes, your loss. If no, refund/chargeback.
I actually bought the gift through steam and there's nothing says that the game is restricted or not.

one of my friends has a US account but he's not actually in the USA. and his friend gifted him a game who lives in the USA. for them everything went good.

means ♥♥♥♥ can go wrong. ♥♥♥♥ doesn't have to go wrong, but it can very well go wrong. Rule of thumb: if you operate outside of the supported/safe limits, be prepared for ♥♥♥♥ to go wrong unexpectedly (and usually when you really need it the least).
That would be using a VPN to fake your location to take advantage of regional pricing which is forbidden by the SSA meaning Valve can ban your account to hell & back for breaking contract.

Also do not use VPN to spoof location for buying things on Steam as it's against Steam terms of service. You want to avoid breaking Steam terms of service as they could lock your account that why not good ideal to do VPN.
