steam detecting my arcade sticks as xbox one controller
xbox controller support is turned off in the controller config.

windows reads and recognizes my sticks correctly and so does every other program like retroarch and pcsx2 but steam for some reason still insists that my fight sticks are xbox one controllers.

i can still play games but i can't remap any of my fight sticks and the ps button and the touchpad of the sticks dont work on steam.

i deleted the config files in the steam userdata folder and the steam config folder but nothing is fixing it

Take Steam out of the equation. Disable Steam's input mapper, restart it & remap all you want inside your games.

Steam's input mapper is enabled by default, I doubt reinstalling will disable it in however ways.
Steam settings, the controller group

i cant find a way to disable the input mapper. putting the fight stick in ps4 mode works and i can use the ps button and the touch pad but when its in pc mode it doesnt work

While there is a way, it doesn't matter. What you describe, means the controller simply registers itself as XInput when in this "PC mode". Meaning this is the behaviour you'll get either way.
Still, you can remap it using Steam itself. You can remap XInput to XInput with Steam (did that a couple times to switch the menu buttons).

Steam -> settings -> Controller

Also note that nearly all games on Windows only support Xinput meaning, the only way ou can remap them is to use steam Input because they all assume ayou have an xbox controller

In essence you are disabling the only thing that can actually customize your controller in games

"But it doesnt do it in Retroarch or pcx2"

Those don't use Xinput. They use Direct Input.

99.9999% of all windows games that support controllers ONLY support Xinput. Meaning they inherently only support xbox controllers. The ONLY way you can get around this is to use steam which takes yoru controller and allows you to remap things to the xinput specification
