Blinking friends list window
Is there a way to disable it? Whenever I launch Steam, the contact list window will blink (similar to received and unread chat messages), regardless of whether there are news to be seen or not.
But since it doesn't have anything to show me, it's sort of annoying that I have to click on it every time to stop it from blinking, so I was wondering if I can change/adjust that somewhere.

Try disabling GPU accelerated web views in the main Steam settings window under Interface. If this helps please let us know what OS version, GPU model, and driver version you are using.
I tried, but that didn't solve my problem. I uploaded a small video (16 secs) to show what it is I mean. As you can see, even though there are no notifications of any kind, it's still blinking the moment I log into Steam.

And while that may not have helped, I'll add the requested information.
Microsoft Windows 10 Pro
Version 10.0.19142
GPU: Sapphire Radeon RX580 (8GB)
Driver Version: 21.2.3 (Adrenalin 2020)

But I had this problem with previous GPU drivers as well. It's just that after a while I decided to ask if there's something I can do about it.

Previous GPU, are you have PSU issue or OC pc ?
No, what I mean is that I had the same issue with a previous GPU driver version, not a different card. Since it's been around for a while.
My PSU is an Enermax MaxTytan 800W.
The PC is overclocked by default.

Mainboard: ROG Crosshair VI Extreme
CPU: AMD Ryzen 5 2600X
RAM: 2x16GB DDR4-3200 G.Skill Flare X
SSD: Samsung 850 Evo (500GB)

The system runs on the (outdated) Bios version 6401, since that was the only version that kept it stable. Newer versions made it crash. The RAM isn't configured perfectly, because I can't use the XMP. It's for 3200Mhz, but the CPU runs unstable above 2933 (or so), so I had to set that speed manually.

Thats is it then, OC can give os issue i bet if you login at friends pc then you dont have this issue. im sorry to say it, cause is found pc, not stable enough, be sure you dont have dust and other things that somehow dont its like pc stuggle with its resource to keep things update correctly.

you might want to talk with OC people, because that is where im out.
you just lost all support ( OC pc is user own problem )

ps.
what i mean is OC lost support is most game devs is not responsible for that hardware and even steam will say so, so you have that greyzone.
contact own brand support for that board maybe. maybe they know better.

and maybe that advice page you read about OC pc. ( most of the world, dont want to lose data thats why its not recommended to OC. )
