How are you judging that it's not charging - by just the light indicator or do you find the battery is depleted when you go to use the controller wireless/BT or have something that tells you the battery level?
In regards to OP's post, I got my DS5 ~5 weeks ago and when it's left idle and Steam is allowed to interface with it, Steam will set the light (meaning there's no orange breathing light) but it will still be charging. I judge the charge level by what DS4Windows tells me when I close Steam, unplug and then connect via Bluetooth. I'm gonna have to test charging while playing & Steam's interfacing with it...
OP created their post some time ago so there could be changes Steam/OS side that are making this difference, then there's controller firmware and revision that'll differ (don't think the revision adjusted anything that would change the result though). I imagine there'll be other factors as well...
Actually my controller does not charge at all connected to pc. It turns the lights to breathing orange, but after several hours that seems to be charging, if I disconnect from usb it turns off.
I use DS4Windows to see the controller batery level
I made some tests:
- I left the controller connected in usb port for some hours and after this tried to connect via bluetooth without success. I repeat the process in the usb-c port and had the same result.
- I tried to charge with DS4Windows opened to see if the battery level gets up, It seemed to be charging because the charging lights configuration was doing well but it remain in 0% whatever the time I left charging.
- I tried to charge the controller with my cell phone charger, left the controller charging for something about 3hours. It turned the breathing orange lights on, after the described time the lights turned off and I connected to pc and the battery level was 100%.
- Tried to reset the controller pressing the button inside the small hole in the back of the controller, tried to charge it in pc but had the same failure results.
I am sure that this problem occurs just in this Dual Sense controller because I play also with an old Dual Shock 4 in pc and it charges well, without any problem.

Did it previously work with the USB cables you are now using?
Are you able to play using them?
Was there any specific change you know of, like upgrading the firmware or anything?
And fast charging a phone, tablet and car can degrade them BUT that doesn't change the fact if you're NOT fast charging the device you can be draining battery faster than charge it.
