This feels like a server side ban, something on the developer's side. I'm not familiar with the game so I can only presume what would cause something like this, if it is this at all. I'm assuming Steam is simply launching a launcher, so perhaps it's making a key/license check on start with the developer's servers. This person's key/license has been flagged as revoked on their servers. The launcher fails to start the game.
It looks like you're posting on the TaleWorlds forums and treating that as support. Most likely those are other users just like we are here. Why aren't you contacting Taleworlds directly?

This seems to be on the developers side. I think rawWwRrr might be thinking in the right direction.
The guy has been lying about this for years in the banner lord forums to the point now he’s banned there too

He doesn't have a public email. This isn't a steam issue. As its been said if the game key was revoked on Steam's end you wouldn't be able to launch it from Steam at all.
You got a game ban and they just used poor wording. There is nothing Steam can do as game developers have total control over banning people from their games. Steam can't over-ride that.
Posting on Steam forums are useless, no one but the dev's can remove a server side ban. There is no other way then to contact the developers. Steam cannot do anything to remove bans that the developers do on their end
