How to get a notification when someone that isn't my friend becomes online ?
I don't even know exactly what the follow button does, but I don't know either where do I manage my notifications options so, little help please?

You can not stalk other accounts.

You can't do that.
When you follow someone, their activity will show up in your activity feed. (Only if their profile is public)

If the profile is public, it should be possible to write a script to check the online status. Not a feature within Steam though, and shouldn't be either.
