Multiple libraries feature is made so we can install games on multiple drives
And there's also a feature that lets you easily move currently installed games between different drives.
Just a couple of more questions, if I can, since you were so helpful.
How do I go about moving a game from my C: drive to the D: drive. Also, if I do move a game, will the desktop shortcut still work, or will it point to the old location and not find the game?
If I wanted to use more than one external SSD, how will that work. If I swap one out for another, the new one will now show up as drive D:
If I try to save a game to that new drive will Steam look at the drive and have problems because the Steam app is expecting there to be programs already on the D: drive that I have installed on the first D: drive earlier?

Desktop shortcut will still work because those shortcuts are not regular shortcuts that points the path to .exe file.
Regular shortcuts tells to Windows "Launch .exe that is located C:\Program Files\blablabla"
Steam's shortcuts tell to Steam "Launch program that has this appid"
And Steam knows where that program is located so your shortcuts will still work.
Steam scans library folders on launch.
So, if you want to swap external drives, fully exit Steam, swap drives and then launch Steam.
If you disconnect external drive while Steam is running, Steam will still show games from that drive as installed but you won't be able to launch them because files are not there.
And if you connect external drive while Steam is running, it won't see games from that drive until you restart Steam.
If game files are on that drive but Steam is showing game as uninstalled, just install it to that drive. Steam will discover existing files and mark game as installed.

I have 2 partitions with OSes on SSD and 2 partitions on HDD.
And their letters are totally messed up.
On one OS I have SSD partitions on C and G and HDD partitions on D and F.
On second OS, that C partition is D, G partition is C, D partition is E and F partition is H.
The actual Steam folder is on my bigger SSD partition G, but it's also symlinked to smaller SSD partition C.
So when I use one OS Steam folder is actually on G but Windows thinks it's on C.
And on second OS G becomes C so Steam is on C on that OS.
In all that mess, Steam always correctly finds where games are installed from all 4 partitions and always installs games to the correct partition.
Even after switching between OSes when all drive letters change their places, Steam doesn't have any problems locating games.
Anyone experience anything like this ? More later from this side
