you can change your download region when you go to the "steam settings" and click on "Downloads". This could eventually help, if not update your drivers etc.... if nothing helps contact your internet provider.

Please make sense of what you typed.
There's nothing you can do if your connection is that bad that it's only 1.7mbps. The only thing you can do about that is switch companies to a better ISP.

Nothing anyone can do about that.
Those facts are what your ISP is going to end up telling you, probably after wasting half your day.
Can't be sure everyone knows and understands the difference. Lots of lazy typers and ignorance out there.
