Would be helpful to know what game it's for. And it might help you figure it out if you posted in that game's forum. This is the general help and tips section, it's not specific for a game. I heard from some people on Reddit it's an issue with Verizon Fios & Steam.
Not sure if Valve is aware. I hope they can release a fix for it Asap!
Steam can't fix issues related to connection quality. They have no control over that.
Right. Connection quality is what it is.
Verizon internet connection sucks. The phone service sucks too. They both are horribly unreliable. I'm switching back to Xfinity after this billing cycle with Verizon completes.
Go to https://www.speedtest.net/ and test your connection. Fios advertises 900+mbps download. I only get 6mbps on a good day. I'm only getting 2.35mbps down and 0.64 up right now.
Comcast? That meter gets pegged like it's going to break and spin around out of control. I was getting download speeds averaging 130mbps and upload speeds around 110mbps from Xfinity.
My wi-fi hotspot from my phone gets faster speed test results than wired directly to Verizon's Fios router by wire. I'm getting 3.84 down and 2.62 up connected to my phone's wi-fi hotspot (Sprint).
That is sad and ridiculous that a hotspot from a phone is faster than a "broadband" wired connection. The reason Verizon is losing me as a customer other than the way too frequent disconnects and way too frequent landline acting like the person trying to call dialed the wrong number or bluntly says it can't be reached. My house is on top of a hill at the highest elevation in my town. There are only few peaks surrounding me that are higher than where my house is. So Verizon really has no excuse, it's just that their connection, plainly, sucks.
Downloading games with Verizon takes almost a day to several days if it's a large game on Verizon. Even a large game like Space Engineers on comcast / Xfinity is downloaded in a matter of a few minutes. Huge difference!
WILL NOT WORK ON VERIZON, Cannot download anything from workshop with Fios.
Is my router or ISP blocking it?? Can anyone confirm any extra details??
Like I said neither steam nor verizon can correct verizon's crappy connection quality. The only thing you can do about that is change ISP's to a better one. Optimum is not any better. Xfinity is the fastest, by far.

If verizon works for you other than this maybe just use your phone's hotspot when you want to get a workshop item?
I've seen those smaller ISP companies around in other states. Not that particular one but there's one in Virginia and the Carolina's called Spectrum and it's the same yuck, horrible quality connection, verizon is. But it's all that's available to get. Sounds like you're in a similar situation.
