FRAMETIME STUTTERING IN MOST GAMES - HIGH END RIG - PRETTY NEW PC
Hi guys, i've been having this problem for a while now and i decided to create this post because i don't know what else to try. I'm sorry for my english, i'm not a native english speaker but i'll try my best. My PC is pretty new and since i had it i've always had microstutters on CS:GO, PUBG and Fortnite mostly. I have a 144hz monitor so i'm not planning on having vsync on, it's just worthless BUT i can't since i have this microstutters that i can't surpass having it off. IT'S NOT ONLY ONLINE, I HAD THIS STUTTERS AS WELL ON THE WITCHER 3 AND, IF I PLAY AGAINST BOTS ON CS IT WILL HAPPEN AS WELL.

The stutters are like this: You are moving around a little bit and then it freezes for about... 0.1 secs and then turns back to normal again. I'll post a video later so you can understand a little bit better. When this happened i saw a big jump on FRAMETIMES going from 2ms to 56ms for example.

The strange thing is that this happens in most games BUT not all of them. On Rainbow Six Siege everything is SMOOTH but for example on the witcher 3 or CS GO is frameskipping all over the place.

This is my rig:

Motherboard ASUS ROG STRIX Z390-E GAMING
i7 - 8700k Stock clocks (I also overclocked it and it was the same)
RTX 2080
PSU Thermaltake TP Grand rgb 850w 80 gold plus
BenQ 144hz monitor
16GB RAM Ballistix Crucial DDR4 3000mhz

I checked the temperatures and they seem pretty normal to me, the CPU never goes above 55° while gaming and the GPU never goes above 82° even at full power (Without the customed FAN). I tried a lot of things as well:

-I did a fresh install of Windows 10 many times
-I disabled the Win 10 Game bar
-I rolled back to older drivers and didn't work either
-I run Malwarebytes and other antivirus services
-I tried capping the FPS in game but the stutter was still there
-I tried Windows 10 version 1607. I've heard many people saying that this version was causing less trouble compared to the others. It was the same for me honestly.
-I deleted the drivers using DDU in safe mode and reinstalled again.
-I update ALL drivers using Driver Booster 5 PRO.
-I updated Realtek Drivers.
-I updated the BIOS to the latest version.
-I tested a new GPU, PSU, RAM, SSD and Motherboard.

I really don't know what else to do. I've read on tons of forum people having the same problem with high end rigs and no solution to this. They've tried changing the whole computer and the problem was still there I MEAN WTF. That's why i don't want to change my CPU as well, also because i'm running out of money.

If anyone has a minimal clue i will be very thankful

Yes dude i have the same issue with all games exept cod modern warfare and rain bow six siege. i Have the same components except the cpu i have a i7-9700k

Try this:

Nvidia control panel. Vertical sync.

Change to Fast Sync. Click apply.

Turn off vsync in game for all games so Fast Sync activates.

Test.

That's exactly my problem. But how can i run out of memory if i have 16gb of ram? And also, the weird thing is that this happens even on windows 7 and 8.1

Fast Sync should be used if your fps are above your monitor's refreshrate and that's not the case here. I don't understand how this could work, but i gave it a try and it's the same unfortunately.

No one here will help you with a necro post, if you read OP issue , He OC hes pc and said he update all Driver and BIOS, there is only GPU support and its driver left.

And i doub't you have same issue, same hardware, even your OS might not be same or windows update not the same. this is 5 years later + all the steam updates.
nothing here is the same i bet. other then title of the issue.

And back then with the VC++ issue not many did know about.
game devs and steam support common redistributable screw-up heads.

in this reflection, you should make own post, just wait to steam moderator notice this necro post. ( its outdated )

VC++ 2015 to 2017 ( people start to notice odd game issue )

VC++ 2015 to 2019 ( people start to figureout steam and game devs was the issue with outdate vc++ ) all in one version

VC++ 2015 to + ( ppl has stop trust game devs in VC++ this is a MS product and they know better then game devs and steam, today most steam user trus MS more then past VC++ version.


So NO you have not same version post can't be reuse in forum ways.
( its here all forum in the world with have one topic fail. )

+ to many GPU driver is update over the many years.
