Steam client won't update.

recently , when i try to open the steam client i get an update but it stuck everytime in diffrent points sometimes 5% sometimes 10% sometimes the download reset to 0 and sometimes stuck and show me fatal error , i tried to unistall the steam and reinstall it but boom all games gone xD nvm but the same thing i can't install steam client on my pc or update it .
NOTE: i asked on a gaming group on facebook and a lot of people have the same problem.

This fix makes no sense because I can't even get into the steam client to do this. It forces an update from the start and just gets stuck. No matter what I try with moving folders or editing files, its the same thing. It tries to update and just hangs.
