How to set a time limit on steam?

I want to set a time limit and preferably a schedule. I want to start playing games again but I want to limit myself to just the hours from 8-10 at night. I know I don't have the discipline to stop with just a timer. How do I do this? Does steam have an option for this and if not does windows have an option?
