Report a translation problem
- Not properly closing Steam or letting Steam sync;
- Using an external drive that either isn't connected when Steam launches or gets disconnected before Steam is properly closed.
To fix this either relaunch Steam, or readd Steam folder to the settings on Steam client.
Let say you have C, and D drive as example, you installed Steam on C drive, but it has problem seeing D drive for your other games you installed on it to fix this, rename Steamapp folder on D drive to Steamapp0, now open Steam settings for library management, if you see it saying there a folder for D drive right click remove it, now add new Steamapp folder in same place, once done shutdown Steam, go to D drive delete new Steamapp folder, and name back the steamapp0 back to Steamapp, now launch Steam it will redetect your games again.
By close you mean Exit, using any of the 3 ways to do that, and NOT just hitting the cross in the top-right like you'd close a Web browser?
