[BUG] Steam Cause Crash of Explorer.exe Windows 11

Hello, I have Windows 11 for a few weeks and I noticed a weird bug. At first, I was thinking it's problem with Windows itself but today I discovered it. When I download something on Steam, and I switch to another desktop (I'm using two desktops, not monitors) and then switch back to desktop where I have Steam opened, then exlorer.exe crash and restart, so bottom Windows bar where you can see opened apps and pinned icons disappear and the pop up back. I'm not sure if this bug appears only when I download something, but I'm preloading a game now and it's super annoying. Also, sometimes explorer.exe is stuck in a loop (crash, restart, crash, restart ...).

I have this problem on my desktop pc, but with windows 7. Just started happening in the last week. I've narrowed it down to steam and/or epic.

Seems to be the worst when the steam client has a chat window and a game open.

Is definitely disturbing.

I have a crash when shutting down Windows 11 if the Steam Client is running in the background.
