Steam memory error - Memory could not be read. Can't open or reinstall steam

I am booting my pc and for some reason steam doesn't open. SteamClientService immediately stops, no errors. I uninstall steam and download fresh installer but can't install steam due to memory couldn't be read error.

I was playing games on steam 2h ago, turned off my pc while playing and now steam doesn't even open and installer gives me memory error described above. If I am fast enough I can get through installation without the error but then steam app itself closes immediately after opening without errors like before.

(restarting PC or sfc /scannow bs doesn't help)

32gb. Idk what actually helped but everything is running properly again - I can open steam again.

What I did:
1) sfc /scannow and restart
2) Uninstalled Steam
3) Again 1)
4) Uninstalled vgc and vgk (from valorant)
5) Uninstalled Riot vangaurd and valorant
5) Uninstalled wallpaper engine
6) Again 1)
7) Installed steam and no errors this time
8) Can run steam again

I have no idea if any of the steps I did actually helped but that problem was quite persistent and after doing the above it disappeared so maybe this routine will help someone else too

I’m currently having this same problem but not with steam, instead with one of the games I have on steam, worked perfectly the last time I used it and after it had a patch it now does this. Planning to try your method and hopefully it’ll work but I just don’t get why it’s so random.
