How do I use the Steam Browser other than in Overlays?

If I hit Shift-Tab in a game and open the Steam overlay, it has a "Steam Browser" link at the bottom which will open a Steam-based browser that I use to go to most websites.

But if I don't have a game open, and only have the Steam Client open (the program I'm using to post this message now) is there a web to open the Steam Browser here (or from the start menu or anywhere else) without having to open a game first?

most cases you can middle click a link to open a steam popup browser out of game

Nope: That will only launch in my external browser.

(BTW... check out the website anyways, since it's a "real" URL bar that goes to the URL you type in, and not some tiny box link in the browsers that goes to a Search-engine guess half the time, and not where you explicitly told it to go!
