Slow external drive
I have recently bought an external hard drive and am attempting to install some games. However, the disk allocation speed is taking forever. I am running it in administrator mode because I heard that speeds up allocation, but still it takes a while. I think it is just a problem with the external drive because it seems to run fine with my normal c drive. Does anybody have any idea how to fix this, or will downloads just take a really long time?

That's a massive bottleneck. Use USB3.

check brand support if usb port 3.0 is even there and even if driver is working,
watchout for usb-port hub is not a 2.0

and thats brand Driver support from morther board or custom pc , and use windows resource mnager to see each transfer speed.

Connecting his 2.0 USB external drive won't get benefit when connected in a 3.0 port.
Also, pre-allocating on Steam doesn't fully transfer on it so it doesn't really need a huge transfer rate for the allocating.

Anyway, we need his specs, and what he mean by slow before doing anything else. His CPU can greatly affect the speed of pre-allocating on Steam!

My CPU is intel core i5. Normally pre-allocating only takes about 5-10 seconds if it is not to the external drive. The issue might be that it is not supported on 3.0.
Yep. Only my adaptor was 3.0, the stick wasn't. Thanks for the advice!

How long it takes for the exact same game via the USB?

Try to connecting your USB 2.0 on an USB2.0 port and not 3.1 or 3.0 etc...
This sometime cause issues on some VR HMD so it might help you a bit too.

Which i5 tho? There's ♥♥♥♥♥♥♥♥ of generation.
