what does Verifying installation do and why does it take so long?
Every time i start steam same 2-5 minutes this: https://gyazo.com/f4cb346dccfe27d6ff2a692ecfe12b10 regardless if theres an update or not (mostly there isnt) i ALWAYS get this.

So what exactly is this verifying installation crap supposed to mean? What does it do so long every time, and why?

That is a long time for that.

Check to see if your A/V or any other software is conflicting with Steam.

It should be almost instant.

i dont have an Antivirus because i dont feel like i need one, disabled windows defender too long ago, all i have is malwarebytes with real time protection turned off.

And I have steam on autostart, together with only discord so nothing else is really open at that time.

The fact you get that popup when Steam starts is perfectly normal now as it does a few initial checks to make sure that everything's OK. What's not normal is the amount of time it's staying up there - it should be on screen for a few seconds and no more than that. You do shut Steam down properly before turning your PC off, right? Failing to do so can have certain... side-effects for Steam.

You either have something interfering with Steam or your installation is borked.

Boot your PC in safe mode with networking and try launching Steam.

Do exactly that and report what you see.

If I may add, this can also be a symptom of a slowly-failing/aging hard drive or partition - try putting STEAM onto a different drive if you can. Then, see if it continues to do this. If that 'fixes'' it, run some tests on your older drive that had Steam on it - it might be starting to fail, as corruption of files (loss of files, the need to verify files, etc) is an early sign of a drive that may die soon (as in days to months away).
