My PC ELECTROCUTES me every time i touch the case or the usb. WHY?! HELP?!
so im kinda newbie when it come to building custom PC. in matter of fact this is my first custom PC that i ever put it together on my own. so please be gentle with me :)

so the problem is everytime i touch my pc casing it always electrocute me, and not only from the casing but even the USB port and even when i connect USB to micro USB cable and touch the end metal part of the cable. it always electrocute me.

this occurs not only once or twice but EVERY SINGLE TIME i touch tmy pc casing, USB port or USB cable.

what could be the cause of this problem? is it bad for my PC can it damage my pc part?
and how to fix this problem?

You have standoffs between the motherboard and the case, right? None of the active cables' headers come into contact with the case, right? What's your power supply unit?

emm i dont think there are any avtive cable touching touching the case. while my psu is enlight blacksilver 400W (80+ bronze)

And the first bit? You did screw the motherboard onto the standoffs and not against the case? They're usually pre-applied in the case, but I've seen scenarios where they weren't.

You should check the cables, a flat "I don't think so" shouldn't suffice if you're worried.

EDIT: Also, sounds like you really cheaped out on that PSU. While it should do its grounding within the unit, a 23€ PSU isn't something I would've bought.

It's dangerous for you or anyone else that can access your PC, so stop using it until you can fix it. Yes, having current go where it's not supposed to can destroy your PC.
Unplug it from the wall outlet.

The casing of a PC should normally be connected to electrical ground, or if electrical ground is not available, connected to nothing.

Is your wall outlet grounded? (3 pins = grounded, 2 pins = not grounded)?

Have you swapped connector on a grounded powerstrip, so you can connect it to a non-grounded wall outlet? In that case you connected it wrong.

how do i connect my casing to a electrical ground, or how do i know if my casing is already connected to an electrical grounding?

and my wall outlets is only 2 pins. since in my country almost every of the wall outles is only 2 pins

and i didnt swap my connectoer to a grounded one, since my pc power cable is only 2 pins also :(

how to ground it if dats the case?

The PC case normally gets electrically connected to the power supply. (you put screws that fastens the power supply in the case).
If you connect the power supply to a grounded outlet then the PC case will be grounded that way.

If you don't have electrical ground in the wall socket, then you should not try to ground the casing any other way.

Do you understand what Teutep wrote about mounting the motherboard on the "standoffs"?

If there is computer shop locally, where they build PCs for customers, you can probably get help fixing it there. Or if you have a friend who's built PCs before?

If you can't get help locally, I suggest you disassemble the PC, and build it again.
Look at some Youtube videos on how to mount things. Maybe you are doing something wrong?

You need to find out what is connected wrong, so don't just use the PC and hope it will work.

Can you give us complete list of PC components. Also some pictures might help if we saw your setup(inside and outside).

There should be grounding connectors on your mobo if I remember correctly. The cpu fan or one of the components will plug into it. Make sure nothing is unplugged.

If this was your first time building you should have read each manual on how to properly install each component.

Does the PC actually play games and work normally?

Looking at the video gave me the idea that you might have connected the PC front panel USB-ports wrong.

There is normally a bunch of small cables that goes from the PC case front panel (USB ports, Headphone and Microphone etc.), and you are supposed to connect to tiny pins on the motherboard.
It's not easy to identify which connector goes to which pin, and if you get it wrong it might give you the type of problems you report.

How much of a zap did you get from touching the case? Very painful? Or just unpleasant?

Maybe it's just a static shock cause he got old 70's shag carpet. My old house would always zap me when I touched my bathroom door knob.

My nephew had the exact same problem. Turns out that the power strip he had the pc plugged into was faulty (there is even a light on it indicating so). Swapped it out and the problem was no longer present. If you're plugged directly into a wall outlet, A) that's a bad idea in general, B) the wiring of that outlet (or even the rest of the house) is faulty.
I have not seen a power supply that has only 2 connections.

In some countries the "safety" line is not a pin but something on the side of the plug.
(The safety is based on the principle that the surge protection kicks in before you have the chance to touch it and die.)

Anyway, you have a leak of electricity into the case. You need to fix that.

You are not grounded, obviously. Most likely source being the power supply.

If US, not using a 3 prong outlet?

It should not be a flow of electric in the case in the first place
