Network 100%
so when i enable steam in the taskbar it says network is 100% and my computer starts sounding like a quieter lawnmower, when i disable steam, it goes back to normal...

i managed to fix by changing some setting in windows...

okay so this is on Windows 10, i went to Settings, Update & Security, windows update, advanced options, Delivery Optimization and disabled allow downloads from other PCs. this might help or it was something else i did that only took effect later.

Strange, that only affects Windows updates, but not Steam.

then it might've also been resetting network settings

No, that setting doesn't touch network settings at all.

i was gonna say it wasn't steam that was affected but steam now went from 70mbps on network to 0
