IPv6 vs IPv4 Speed
I was Downloading a 20 GB game. My ISP has a speed of 700mbit/s (87,5MB/s).
Now I saw that it was capped at 13mbit/s (1,6MB/s) which obviously is a fraction.
I disabled IPv6, restarted Steam and resumed the download. I now get the full 700mbit/s.

Why is this the case?

This is likely an ISP issue. You should contact your ISP, or if you are using an IPv6 tunnel service, the provider of that service.
