Tried the fix by clearing download cache, repair library, restart modem, winsock reset but it does not work.
Then I tried installing a game on an SSD and it doesn't prompt Disk Write Error and the download proceeds very smoothly. I think this is a problem for HDD-based installation for Steam games.
The most likely cause is something on your PC not liking Steam doing heaps of small writes.
Something I've seen other people report is if you let Windows index file contents additionally to file metadata (which is the default setting), this may occur.
Another common cause is background crapware. To rule that out, start your system in safe mode (for obvious reasons with networking) & start downloading the game then. See what happens.

hello friend, for an update. I replaced my SATA cable and somehow it's downloading my game for now with no disk write error pauses. i will update you since i'll be re-downloading other games after i finished downloading Yakuza 0.
check your cables and replace them if possible. i will update you later if the "cable fix" really fixed the problem.
This does not worked for me when I encountered the disk write error a few weeks ago until now. For the OP, try replacing your SATA cables with new ones.
If you followed the lifewire fix for Disk Write Error and it does not fix the issues, here's what I've done:
1. Scan the storage (HDD or SSD) - Right Click Drive > Properties > Tools > Error Checking
- For SSDs, this process takes around a minute or two. For HDDs, it takes a couple of minutes.
- If the process detected something, then you have a bad hardware.
- If the process does not detect anything, then nothing is wrong with your storage but it doesn't hurt to check it using another software.
2. Download Crystaldiskinfo Standard version. It displays the status of your storage. Check if the status is good, and if it is then there's nothing wrong (possibly). If it's crititical (yellow) or bad (red) then the DISK WRITE ERROR is a hardware issue.
3. Replace SATA cable. This fixed my issue regarding the DISK WRITE ERROR download pause.

I managed to download 3 games yesterday after I replaced the SATA cable (Yakuza 0, CSGO, Dota 2).
