Steam, keys, SteamDB and censorship

When I look up a game in SteamDB that doesn't show me the store page because it's regionally censored away -- does SteamDB have the information whether a key would redeem just fine because the publisher merely didn't want to sell the game here but doesn't care if I get it elsewhere, or whether it's fully censored so Steam will also refuse to redeem a key?
