US gift card to Philippine wallet not working

can US gift cards be redeemed in the philippines it worked before but I dont know if it still works anymore my currency is Pesos right now i received two 20 dollar gift cards but i cant redeem it, I was wondering if i could still redeem it now because it says it will be automatically converted if redeemable in your region.

No of course not. If you know someone in real life who actually lives in that area where the currency is legal to use on Steam, contact them and deal with it that way. But it's usually a setup to a scam if you don't know that person in real life.

Nope. Most retailers wont even refund wallet cards that have the seal still on either.

This is not true. Currency conversion does work, but maybe it is limited to certain countries. I just bought a steam gift card from Hong Kong to Japan, and my friend got it. But for my friend in the Phillipines it isn't working.
