How to not get server error when adding icon to group chat?

How do you avoid getting "A server error occured" when uploading a group chat avatar via the add icon button?

I've been getting this error for 2 weeks now.

Nope. Still not working. I just restarted Steam & let it update itself that way.

Not sure if the Steam Service is properly updating since it requests that manually after having a "Steam Service Error" every single time. I'm not interested in losing all of my local save data (some of these games don't utilize the Steam Cloud) right now by reinstalling Steam altogether.

I can drop the image into the chat just fine but it won't let me upload it as a group chat icon. :/

This is so ♥♥♥♥♥♥♥ annoying and I've been having this ♥♥♥♥♥♥♥ issue for a while. I tried restarting my PC, uploading different images, uploading it in different group chats that I do have permission to, exiting Steam beta, nothing ♥♥♥♥♥♥♥ works! I'm so annoyed! Fix this immediately Valve!
