Both CPU are almost equal in gaming benchmarks.
Buy the cheapest one of both.
Or if you want unlocked CPU go for I5 10600KF
it will run and work, but never reach its full potential (high clocks and overall performance)

The optimum cpu can vary by game. For example a game like Cities Skylines will benefit from the best single thread thread speed. Look for something as high up this chart as possible.

Unofficial benchmarks rate the 12700k at 24% faster than the 11700k on that chart, which means it could be around 4400 points.

12th gen release means 11th and 10th gen will be cheaper
an i3 9100f to a i5 10400 or i5 11400f
as others have mentioned get a decent z series motherboard with an i7 10700k
it's not really worth going to the i5 line up.
Next month Intel Alder Lake CPUs and Z690 motherboards will be released with DDR5 RAM, making it worth an upgrade if you are planning on using Win 11 (which works with it's big.LITTLE core processors technology)
It's a massive performance leap and technology change, compared to those previous two generations.

It would be similar performance between a i7 9700k vs i5 11400F for gaming purposes... you would get way more out of an upgrading to a high-end graphics card.
If you wanted an upgrade keeping the same motherboard, then get up to an Intel Core i9‑9900K CPU and RTX series graphics card. Even the i7 9700k would be really good and not bottleneck up to the RTX 3090 graphics card. However, what is your PSU (power supply unit) model / wattage?
I would still suggest to wait till Intel Alder Lake release, then have a look at others doing an upgrade selling their older Motherboards/CPUs. Brand new, it wouldn't really be worthwhile, but second hand (if no issues with it), you could get a good deal and have more to spend on the graphics card instead for hardcore gaming purposes.
RTX 2060 (or better) would give you at least a 38% performance increase vs the GTX 1650 Super. Compared to those CPUs.
